avoid use of bitfield on packet format definition. it is non-portable. * kame/Makefile.inc: added it to share definitions across top-level Makefile and platform Makefile (like netbsd/Makefile). NOTE: if you use anoncvs, you may need to checkout Makefile.inc manually.
tested on: freebsd2 bsdi4 openbsd XXX all non-netbsd require additional ".include" directive.
…file. changes to other OS platforms should follow.

enable/disable node information query processing in the kernel.
information query. requested by openbsd camp (and I believe it useful for kame itself). fix PULLDOWN_TEST code for ni6_input(). add comment on calling convention for ni6_input().
you may need to run "make TARGET=netbsd clean prepare" before rebuilding on your existing tree. at least, "make install-includes" on freebsd2 may fail if you have dangling symbolic links.
(not tested except freebsd2)

- if "foo" is not the same as its real A/AAAA record name, it failed. (due to unnecessary AI_CANONNAME flag) - it passed service name "http" to "Host:" directive.
(there are changes in PLIST - additional shlib for plugins)
