  9. IGMPv3 shouldn't be used for 224.0.0.x/24.

    Otherwise it will work in IGMPv2-compatible mode if some other hosts
    send an IGMPv2 join to IPv4 linklocal multicast group 224.0.0.0/24.
    Since not a few IPv4 implementation joins in 224.0.0.1, IGMPv3 is
    not used actually without this fix.
