IGMPv3 shouldn't be used for 224.0.0.x/24.
Otherwise it will work in IGMPv2-compatible mode if some other hosts
send an IGMPv2 join to IPv4 linklocal multicast group 22.214.171.124/24.
Since not a few IPv4 implementation joins in 126.96.36.199, IGMPv3 is
not used actually without this fix.
