Proposal for an improved wait-for-orders mode (via Peterwiggin and the moderator team):

When one or more players does not have orders saved at the deadline, the game enters a new wait mode. For the purpose of calculating RR, this counts as an NMR for players without orders saved. Wait mode lasts until all players have orders in or until one phase length has passed. During this wait mode:

  1. Saved orders are locked.
  2. Press in full press games is limited to public press (as per Change press type when WFO is waiting #135).
  3. There is no preview mode. Orders for players with unsaved orders are locked as soon as they are saved.

If, at the conclusion of wait mode, 1 or more players still do not have orders saved, then those players are CD'd, and the game is paused. The remaining players may, of course, choose to unpause without waiting for a replacement.

This is not intended as a replacement for the current Wait-For-Orders mode - as the current mode is useful for tournaments. This can be added as a new missingPlayerPolicy at game creation time.

An alternative mode needs to be found for live games, too. We don't want live games to enter the paused state.
