Simulator Needs Proper Framerate Control #1

As it is, the simulator eats up quite a chunk of CPU. Ideally, this could be reduced with some proper framerate limiting. Looking on line 316 of kiss-sim.c ( https://github.com/kissInstitute/kiss-targets/blob/master/libraries/simulator/cbc2_sim/src/kiss-sim.c#L316 ) the only pause in the main function loop appears to be a simple msleep(20). Instead, the sleep time should be set to match a target framerate (something as low as 12 fps should be just fine), with a minimum sleep time between frame renderings.
