Description of problem

We have developers added to Kiwi TCMS and they're watching for test runs for a specific pull request.

When we report a bug with Assignee, Kiwi should send an e-mail notification to assignee (which is a developer assigned to fix the bug in our case).

By means of this, assignee will be informed as soon as possible although he/she doesn't manually search for assigned bugs.

Steps to Reproduce

  1. Open a bug with either from "Testing > New Bug" menu or "Report Bug" button from a test execution.
  2. Add assignee while creating a new bug or modify assignee from "Edit" bug (none to somebody or from someone to another one).

Actual results

There is no e-mail notification about assigned bug on add/edit actions.

Expected results

Kiwi can send an e-mail notification to (added or updated to) assignee with bug title/subjectg and a back link to bug detail as e-mail body.
