Test run creation requires Plan and Build but doesn't allow their creation

Description of problem

When creating a Test Run, the UI requires both a Test Plan and a Build, but does not provide a means to create them if they don't already exist. See screenshot.

Steps to Reproduce

1. Attempt to create a Test Run without having first created a Test Plan and Build

Actual results

Told Test Plan and Build are required

Expected results

Some means of creating the required item from the Test Run if they don't already exist, + next to the field or something.
