SoftwareCollections.org has released Python 3.6. We should try adding support for that version both for test/development and for running our docker image with.

SCL 3.6 hits a bug with Django, patch exists:

Update to Python 3.6. Fixes #91
this is also necessary because we make use of the 'secrets'
module in the authentication backend and this module is available
only for Python 3.6!
