Add TOC election mechanics and eligibility criteria #119

Defines:

  • Eligibility criteria for TOC candidacy
  • Voting eligibility criteria
  • Election process

Thanks a lot to @bsnchan for driving much of the way to make this PR :) 馃挴

I think this should state that any replacement "committee" member serves out the term this way, not just those elected in a special election.
