fix null error
make true multi dimensional array on Java side (Object[][] not Object[] of Object[])
transpose, since on COM side arryas are stored transpose against Java or C multi-arrays

Please don't forget to pull jintl repo also, I wasn't able to make this as single batch for both repo although jintl is submodule of com4j
