Plan wizard needs validation error messages, and should not allow the user to proceed with a plan name that already exists #774

Currently on the General step of the migration plan wizard, if I enter non-alphanumeric characters in the plan name I get a red icon on the field indicating it is invalid, but no helper text to explain why.

Also, if I already have a plan with the name "test", the wizard will still let me proceed with a new plan named "test" and make my selections on the Resources step, only to fail with an error on the Persistent Volumes step. We should be able to validate that the name being entered in the General step is unique.

I'll defer to @vconzola on the message copy for these.
