I'm still able to produce the bouncing effect - Chrome on Mac OS X. It's especially bad with my magic mouse as scrolling with it has an inertia effect, which means it will bounce for several seconds once I run into the bottom of the page.
Edit: Found issue #23 which is what I'm seeing here.
When scrolling to the bottom of the page, the page continues to 'bounce' if a users keeps scrolling.
My guess is this is caused by the JavaScript that controls the 'parallax' header image.
