Grid layout neighbors not working for < 4 windows

kitty version: 0.12.3
OS: arch linux 4.14.71-1

When I try to move or focus neighbors on the grid layout and there are less than 4 windows open, nothing happens. The keyboard shortcut I have mapped to that command is ignored.
