Allow mouse wheel scrolling when window is not in focus

Might just be a macOS issue, but currently scrolling with mousewheel/trackpad doesn't work while hovering over the window unless kitty is also focused. Not sure if this is the intended behavior or not, but most other programs allow this so would be great to have a way to enable this (would not be unreasonable default either IMO).
