[Release] Training Operator 1.9 Roadmap

Let's use this issue as a placeholder for Training Operator 1.9 roadmap.
We will discuss the items on the upcoming Training WG calls.

• Support JAXJob: feat(framework): Support JAX #1619
• Support Managed By with Kueue: [Feature] Support managed by external controller #2203
• Support Kubernetes 1.30 and 1.31: Support Kubernetes v1.29 - v1.31 or v1.28 - v1.31 #2291
• Add example for distributed Jax: Add MNIST example with SPMD for JAX #2346
