Allow StatefulSets to surge if pods are terminating longer than DeletionGracePeriodSeconds. #1863

This KEP describes a PR(kubernetes/kubernetes#91907) that I implemented, but with a opt-in parameter AllowSurgeOnTerminationTimeout for StatefulSet specification.

Hi @yanchenko-igor. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

The main worload for surging extra pods is to maintain the same amount of pods as was requested, this is especially critical when replicas is set to 1, the service provided by statefulset won't be available until the failed node is back.

AllowSurgeOnTerminationTimeout will help to minimize distruption on problems with the pod, the new pods will be created on available nodes.

What happens to the new pods that were created? Are they terminated? What if that termination fails?

If there are more pods than required, the ones with bigger id will be terminated, if termination fails(timeout expires), we will ignore them when we count amount of available pods.
