Should we configure docker with LimitNOFILE / LimitNPROC #39682

So docker 1.12 sets these values by default with systemd:

# Having non-zero Limit*s causes performance problems due to accounting overhead
# in the kernel. We recommend using cgroups to do container-local accounting.
LimitNOFILE=infinity
LimitNPROC=infinity
LimitCORE=infinity

We continue to default in our salt scripts to LimitNOFILE=1048576 and LimitNPROC=1048576

What does GCI do? Should we set infinity?
