Move volume related functions to volume manager #61249

Currently kubelet has some volume related function in kubelet interface, we should move them under volume manager or kubelet_volume.go

I can help to fix this. @jingxu97 Can you point out which functions should be moved to volume manager or kubelet_volume.go? Thanks.
