Volumes e2e test should check fsType #70822

What happened:
Volumes test doesn't check fsType, as a result, e2e test which requires particular fsType could pass even when driver doesn't provide the right fsType

What you expected to happen:
Volumes test should fail if driver doesn't provide the right fsType properly, and should pass it provides proper fsType.

How to reproduce it (as minimally and precisely as possible):
Run [Testpattern: Dynamic PV (ext4)] volumes should be mountable tests with broken driver.

Anything else we need to know?:
/sig storage

Current gcePDCSIDriver.GetDynamicProvisionStorageClass in e2e test code is broken, so this also needs to be fixed.
