What would you like to be added:
I hope hpa could make its calculation based on resource limit.
Why is this needed:
HPA is all about scale up/down at runtime, it is counter-intuitive to calculate target based on resource request. If request is 50% of limit, a 80% percent hpa target would trigger scale up when average usage is over 40% limit....
