1000s of warnings: FindExpandablePluginBySpec err:no volume plugin matched #73882

What happened:
In an otherwise-stable bare-metal setup, with only LocalVolume and NFS storage, and without any volume mount activity, I get 80,000+ of these warning messages per day:

kube-system.kube-controller-manager W0209 16:21:55.722176       1 plugins.go:845] \
 FindExpandablePluginBySpec(vinson-cloud) -> err:no volume plugin matched

What you expected to happen:
No warnings; and if there is a reason to generate these warnings, more info about what operation is being attempted should be added to the warnings message.

How to reproduce it (as minimally and precisely as possible):
I don't know. This issue emerged after I added about 40 services and 300 volumes on a 3-worker cluster.
