[Flaky test] UpgradeTest in master-upgrade #75388

Which jobs are failing:
ci-kubernetes-e2e-gce-new-master-upgrade-master (testgrid) (triage)

Which test(s) are failing:
UpgradeTest
See ci-kubernetes-e2e-gce-new-master-upgrade-master/2318 and ci-kubernetes-e2e-gce-new-master-upgrade-master/2316 for example.

Reason for failure:
This test seems to either fail with:

error during kubetest --test 
--test_args=--ginkgo.focus=\[Feature:MasterUpgrade\] 
--upgrade-target=ci/latest --report-dir=/workspace/_artifacts 
--disable-log-dump=true --report-prefix=upgrade 
--check-version-skew=false (interrupted): exit status 2

when the Timeout test fails or with

error during kubetest --test 
--test_args=--ginkgo.focus=\[Feature:MasterUpgrade\] 
--upgrade-target=ci/latest --report-dir=/workspace/_artifacts 
--disable-log-dump=true --report-prefix=upgrade 
--check-version-skew=false: exit status 1

when any of these fail:

  • [k8s.io] [sig-node] Kubelet [Serial] [Slow] [k8s.io] [sig-node] regular resource usage tracking resource tracking for 100 pods per node #75039
  • [sig-network] Firewall rule [Slow] [Serial] should create valid firewall rules for LoadBalancer type service #74887
  • diffResources #74890

Anything else we need to know:
This has been flaking about 50% of the all runs since 3/1.

The referenced failing firewall test has been ressolved: #74887.
