Redeployment does not scale down the old Replica set #81364

@kubernetes/sig-cloud-provider-bugs When we are trying to redeploy the same deployment which is already running, Deployment does not do the rolling update from old replicaset to new replicaset which means old and new replica sets are keep on running.

I have tried to set the revisionHistoryLimit to 1 but it also does not help. Everytime, I am trying to delete/scale down the old replicaset by kubectl delete replicaset/ -n or kubectl scale replicaset/ -n --replicas=0

Changing selector would cut the relationship between deployment and its old replicasets. Hope this can help
