lar.any() and lar.all() return wrong dtype with size=0 input #65

When shape of input contains a zero, lar.any() and lar.all() may return the wrong dtype (depending on the value of axis). For example the following should return bool dtype:

In [1]: la.ones((0,2)).any(axis=1).dtype
Out[1]: dtype('float64')
