Proposed Changes

With this PR, we aim to move current CLI code from pkg/kyverno to cmd/cli/kubectl-kyverno for better modularity. The goal is to decouple and separate the CLI code from the top level pkg like other OSS projects: https://github.com/fluxcd/flux2/tree/main/cmd/flux
