Stupidly slow speeds

I get a 90 - 100mb/s down and 12 mb/s up on my computer. I have tried changing the number of connections from 25 to 50, 75, 100, and 200. Nothing works. If I am lucky I reach 10kb/s. Usually its about 50 - 500b/s. The weird thing is that for the first 2 minutes, it has good speeds. Usually about 1 - 2 mb/s. How do I resolve this problem?
