I am not very familiar with Julia on windows setup but it looks like the time zones package had an issue. Try ] build TimeZones. If that does not work, I would recommend rebuilding your full Julia environment. I do this my deleting, .julia/compiled, .julia/colnes, .julia/packages and then running ] instantiate

I have just started working with julia for the first time yesterday in order to benefit from the PowerModels package. I'm a power system engineer and not a software engineer. So, please excuse me if I show a very basic knowledge in using Julia with the windows.

It appears that your system is unable to even locate the where command which indicates to me something is wrong with your environment and you appear to be missing C:\Windows\System32 from your PATH. You can run the following to see what your PATH looks like and the withenv code temporarily modifies your PATH which should report your system's time zone (provided that is the location Windows is installed):

You'll need to add C:\Windows\System32\WindowsPowerShell\v1.0 to your path (or wherever powershell is installed) for the localzone to work.

I'll be making a change to TimeZones so that I fall back on tzutil if powershell isn't available.
