The documentation for the {titlepage} environment in classes.dtx has this sentence:
In the report style, it also resets the page number to one, and then sets it back to one at the end.
Ok, this is true, but seems rather incomplete. Looking at the \newenvironment{titlepage} just below (line 3166ff.):
it's not just the report "style" (class) that sets the page number to 1, but anything. That line (\setcounter{page}@ne) is executed unconditionally.
the resetting to 1 "at the end" is not done in two-side mode, i.e., not for the book class.
the book class also executes a \cleardoublepage.
