capture_output is since Python 3.6

Also adding .python_version. To the extent of my limited research, pyenv seems to be the standard solution to control the version of Python. As our current minimum version of Python appears to be 3.5, let's use some 3.5 version as the baseline.

If this is the right way to go, I'll update the doc.
