generate docs with esdoc

This PR generates documentation using the esdoc plugin similar to how our Java SDK contains the Javadoc.

This is publishing to the /docs directory, we can set up GitHub Pages to publish this directory as documentation. I think a repo owner has to do this, @apucacao could you give me a hand?

I don't think we want to actually check in all those doc files (and the intermediate json files from generating them) into Git. I would prefer that we create a separate project that generates this stuff and deploys it to wherever we want it to be.
