Adds new documentation page under Organization Management documenting how to navigate between organizations in Layer5 Cloud.

Changes:

• Created content/en/cloud/identity/organizations/org-management/navigating-organizations/index.md
• Converted org-management/index.md → _index.md (enables Hugo branch bundle for child pages)
• Fixed typo: "model" → "modal" in org-management docs

Documentation covers:

• Order of precedence for organization context: Domain → User Session → Query String → API Parameter
• How org sessions scope UI and resource visibility
• Resource creation behavior in selected org
• Permissions/roles are org-scoped

Create a new docs paged under this parent page, https://docs.layer5.io/cloud/identity/organizations/org-management/, called “Navigating Organizations. Administration Guide: Order of precedence for determining Organization setting

Domain (session org)
User Session (session org)
Query String (managed orgs)
API Parameter (managed orgs)

A org session scopes the ui and all queries and resources are only shown from the selected org
All new designs and other resources are created in the selected org
