Library - The available channels disappear once I clear the search filter

Observed behavior

This issue is observed after applying a filter, opening a resource, clicking the Back arrow and then clearing the filters:

Expected behavior

After clearing the applied filters the user should see all of the available channels.

Steps to reproduce the issue

1. Install the build from https://github.com/learningequality/kolibri/releases/tag/v0.17.0-alpha0
2. Import a channel and go to the Library page
3. Apply a filter and select one of the available resources.
4. Press the Back arrow and then clear the filter.
