rerunning configure with a new prefix doesn't cause netcdf/v4 to rebuild #97

I finally tracked down how to replicate this bug; I still have no idea how to fix it.

Run "configure --prefix=whatever"; everything works as expected.

Run "configure --prefix=somethingelse" afterwards, and unless a "make clean" hits contrib/netcdf/v4, the libnetcdf.la file there won't be rebuilt, and will still contain the setting "libdir=whatever". This causes the build to subsequently fail after "make install".

Since this is hard to encounter, easy to workaround, and might be hard to fix, I won't let it hold up 0.9.1.

Seems like it might be tangentially related to #27.

Anyway, something that would be good to test again now that NetCDF has been updated.
