Convert platform specific functions to use vtables (e.g. ALLEGRO_SYSTEM_INTERFACE). #996

This includes things like al_get_time, al_rest which are directly implemented in the platform code, but also things like al_create_thread which use a private _al_thread_create. The primary reason is so that we can add new functionality without having to implement it simultaneously for all other platforms (or breaking the build if we don't). It's also significantly simplifies implementing new platforms as it's obvious what needs to be implemented.
