update GPLv2 text in COPYING
The FSF has issued a couple of tiny updates to the GPLv2. The main
change is a new mailing address for the FSF headquarters.

This license text was taken verbatim from
https://www.gnu.org/licenses/old-licenses/gpl-2.0.txt
