Open windows in center of the screen

Even a simple config setting like what was done with the new Mate.

#542 - There seems to be another broader issue for window placement. Can this be closed?

It's been over 2 years since I report this issue.
Can we now do something to add this feature please.

Folks - There is a PR and if all goes well, we will hopefully see this in next version of Cinnamon.
