This looks suspect compared to the rest, should it go after the python include?

This change set caused a problem on Windows on Arm - https://lab.llvm.org/buildbot/#/builders/141/builds/1083, but as long as the order of include rules were followed, I don't see why it would.

I'm going to revert your change as I need the bot green for other reasons, but I can get our bot minder to figure it out for you if it's not obvious from the changes.
