  1. Revert "[ELF] Optimize parseSymbolVersion" 

    This reverts commit 2b129da.

parseSymbolVersion can be combined with computeIsPreemptible,
making hasVersionSyms unneeded.

  2. [ELF] Merge parseSymbolVersion and computeIspreemptible 

    ICF needs isPreemptible, which can be combined with parseSymbolVersion.
