Don't break older workers or other language runners not updated yet.

To keep this from being a breaking change (older worker versions, runners from other languages that may not update frequently), memory reporting from workers is optional. If it's not in the heartbeat, UI will show |

Workers report memory usage (RSS) to master. Web UI shows memory column in Workers tab.
