I'm not sure what's causing it, it only seems to be a problem on my local machine and works perfect on heroku, but ever since I install workless, delayed_job has spawned ~10 instances and after about 30 minutes I have to restart my local host (thin). They only seem to stop spawning when postgres stops accepting connections.

Any ideas?

its most probably the rush stuff, its supposed to pretend its heroku so you can spin up multiple workers etc but ive seen it before not detecting an running instance properly so therefore just keep opening more. you could disable workless for dev using the null scaler.
