Move RRA configuration to config file, make it use lest disk space by default.

RRA config confuses me every time, but I'm pretty sure it's relative to the step size, not seconds. The proposed default config has the same resolution (1 min) over 30 days, but by aggregating after than uses about 1/10th the space.
