Update LATISS unobserved raws

The new IsrTaskLSST-compatible calib will only support LATISS data
newer than 2023-11-01, and the old calibs won't be compatible with
the new IsrTaskLSST which will become the new stack default soon.
Currently the LATISS unobserved raws are all too old, so they are
being replaced by a new set.
