The vperp regularity boundary condition at vperp = 0 is dFdvperp = 0. This is imposed in the "gausslegendre_pseudospectral" option by computing the derivative vector for vperp = 0 -- note that this matrix is independent of the normal derivative matrix for the element near vperp =0, which uses a Gauss-Radau grid without vperp =0. The same derivative vector for d F / dvperp = 0 is required for the chebyshev radau grid.
