Currently the watcher forces you to pay the miracle costs immediately.
But the watcher should (if users confirms he want to use miracle) create a triggered ability that casts the card for its miracle costs.
The costs have to be paid during the resolution of the triggeres ability. So it's possible to respond to the ability (e.g. fetching a land with a fetch land) before costs have to be paid.
