This should make it possible to create custom list sections.

- forge-insert-issue: Removed in favor of forge-insert-topic

- forge-insert-pullreq: Removed in favor of forge-insert-topic

- forge-insert-topics: New function

  Responsible for creating the parent section that will contain all
  passed topics.

- forge-insert-topic: New function

  Replaces forge-insert-issue, forge-insert-pullreq

- forge--format-topic-id: New function

  Overridden by pullreq to maintain Gitlab-specific behavior.

- forge--insert-topic-contents: New generic function

  Responsible for creating sections for single topics.  Extended by
  pullreq to insert commits.
