Parent Issue: #324

The current Keeper FAQ is specific to SCD. This task is to create a new Keeper FAQ for MCD.

Goal: Get a completed version by Dec 20th

Status: Direct working doc is closed to public contributors for now.

FAQs are being replaced by the comdev portal's new Learn section and pages.

Keepers is a page we can consider for further development of the portal learn section.
The audience is very technically oriented, so for now the best place to point them is to docs.makerdao.com

Auctions or Liquidation might be a better learn page. Up for debate in the coming months!
