    This helps in a number of places where we want to allow the user (or
    code) to select one from a valid list.
    
    The change propogates through a lot of because Word.language is now
    Word.lang_code.code and there's a fairly long migration chain in place
    that works forwards and backwards to keep the data consistent.

    - Renamed the view from create() to create_user() for clarity.
    - Refer to it as signup on the web end, rather than create.
    - Removed an unneeded import.

    ideal UI, but it's a little less confusing than it was.

    The JQueryUI dump isn't customised at all at the moment. Can trim it
    down once we know which bits we are and aren't using.
    
    Using a local version, rather than the Google CDN version for local
    development purposes (Google requires an API key which is tied to a
    particular external URL).
