The Manifold IntelliJ plugin should be "off" for a project not using Manifold dependencies.

Currently the plugin is active even for a project not using Manifold dependencies. Instead it should be in an "idle" state where its extensions to IJ are in a pass-through mode and don't expose features the project does not use.

Some features such as "actions" e.g., extension class creator & ManTL file creator, should be available, but display a message indicating the project must add Manifold dependencies to use the feature.
