it was as simple as a missing target="_blank" or content-disposition. Setting the former triggers a new browser window to open (my expected behavior) while just setting content-disposition works to have it downloaded immediately to the ~Documents folder like the 'save' button for exports. I like the former and went with this in #1306 (comment). closing.
re-opening. seeing repeated troubles on windows (one here) with characters getting messed up after copy/paste, so I think setting content-disposition for download is cleaner across all platforms.

btw, @yhahn - still not sure why this was never seemingly a problem on windows8. I've consistently seen it on windows 7 and heard from dozens of windows users that they have hit it (I'm assuming on win7).
