shape.input loading failing for many users on windows

Not sure why: my hunch is they may have a conflicting mapnik install. Solving this may require testing and ensuring that on windows we get a better error if plugins cannot be loaded due to conflicting ABI (needs testing after mapnik/mapnik#1804).
