support svg namespace prefixing? #1576

If an svg uses xmlns:svg="http://www.w3.org/2000/svg" then syntax like:

<svg:circle cx="0" cy="0" r="0.8928" stroke="none" fill="#d15c00"/>

is valid over and above just:

<circle cx="0" cy="0" r="0.8928" stroke="none" fill="#d15c00"/>

Should we support this?

A full SVG using ns prefixing that renders in safari and renders as blank in Mapnik is:

<?xml version="1.0" encoding="UTF-8"?>
<svg   xmlns="http://www.w3.org/2000/svg" xmlns:svg="http://www.w3.org/2000/svg" version="1.1" width="10" height="10">
<svg:g transform="translate(5,5)">
<svg:circle cx="0" cy="0" r="0.8928" stroke="none" fill="#d15c00"/>
</svg:g>
</svg>
